Crow Tribe of Indians Phases 3 and 4 Preliminary Engineering Reports Project

PERs are planning documents that must be prepared by a licensed professional engineer for water, wastewater, and solid waste projects seeking grant and/or loan funding from the State of Montana. In May 2007 the Phase 1 Water and Wastewater Infrastructure Improvement Project was out for bid and the Phase 2 project was nearly fully funded so the Crow Tribe needed to begin planning its Phases 3 and 4 projects. PERs were needed for the Phase 3 Wastewater Lateral System Improvement Project and the Phase 4 Water Treatment Plant and Water Supply Source Project. The Phase 3 PER was complete in April 2008 and the Phase 4 PER was complete in November 2008. The project was completed and closed in December 2008.

Nittany Grantworks provided leadership to all grant development and project management activities. Specifically, Nittany Grantworks carried out the following tasks: prepared grant applications for and secured all sources of funding; prepared the request for qualifications (RFQ) for engineering services; developed and posted legal notices advertising the RFQ in the Big Horn County News and The Billings Gazette; developed scoring sheets for use by selection committee members; facilitated the engagement of services with Morrison-Maierle, Inc.; organized two public meetings to solicit citizen comment regarding the activities proposed in Phases 3 and 4; maintained all project files; and, prepared all written reports, drawdown requests, and closeout documents.
